Assessment of water supply in its historical context shapes foreign policy, for example through plans to build capacity in foreign nations. The Cold Regions Research and Engineering Laboratory has produced snow cover assessments, derived from remote sensing, for major watersheds across south-central and southwestern Asia on an operational basis. The product places a contemporary assessment of snow conditions within a historical context, which the operational community uses to develop analogies. These inform narratives used in a diverse planning and decision-making spectrum. This presentation reviews efforts to date, identifies gaps in the state of knowledge and lays out one framework to improve the state of practice.

About Dr. Robert E. Davis

Dr. Robert Davis has been Director of the U.S. Army’s Cold Regions Research and Engineering Laboratory (CRREL) since 2006. At CRREL and also for the Research Division of the Army Geospatial Center, he leads programs in basic and applied science, applied engineering and technology development. These programs focus on a spectrum of science and technology needs, which extends across the principal mission areas of the U.S. Army Engineer Research and Development Center. These areas include military geospatial research and engineering, environmental quality and infrastructure, military engineering, and civil works. Dr. Davis’ research portfolio includes major initiatives in sensing phenomenology, geo-intelligence, terrestrial and lower atmosphere sciences, human terrain and cold regions science and engineering.
